The Department of Homeland Security expects our clients to be familiar with the national preparedness architecture and to incorporate elements of this architecture into their planning, operations, and investments to the degree practicable. The POA staff utilizes raw data, First Responders, Site Modeling, and United States Department of Homeland Security resources to design the client’s Comprehensive Emergency Management Plan including:
- General Corporate Information – provides contact information and role delegation of the client’s key employees. This supplies the client’s structural information for the development of a hierarchy of communications.
- Fleet Inventory – provides a list of the client’s vehicular assets that may be on site at any given time or resource availability to assist local emergencies.
- Material Safety Data Sheet (MSDS) – provides a list of on-site chemicals, their manufacturers, and specific safety information used to develop a database of MSDS information for safe handling and the protection of employees and first responders.
- Facility Information – provides facility specific details regarding key employees, local first responders, and off-site client resources.
- Digital Photography – POA planners utilize operation specific photography to provide first responders with views of the targeted assets prior to arrival at an incident. This allows the first responders to become site acclimated enhancing their safety as well as reducing the time needed to respond effectively.
- Satellite Imagery (SI) – POA planners utilize SI and geographic sensing to provide first responders with visual information about the community surrounding the site and provide the foundation for site planning.
- Computer Aided Design (CAD) – POA planners utilize AutoCAD architectural software to provide first responders with comprehensive facility floor plans, evacuation routes, hazardous materials locations, fire suppression systems, stand pipes, fire hydrants, utility shut-offs, and unique facility features prior to and in route to an emergency incident.
- Geographic Information Systems (GIS) – POA planners utilize GIS to compile SI data, CAD data, community maps, natural disaster probability maps, flood plane maps, and other related data. Planners manipulate the data to assign locations for roadblocks for area security, geospatial reference aerial photographs, designate staging areas for emergency vehicles, allocate pick-up points, and key area details.
- Print / Web Development – POA planners utilize advanced print / web design software to collate all the data and information collected, manipulated, analyzed, and developed into an all inclusive instrument for emergency management planning.
- Emergency Communication Interoperability System- POA utilizes a proprietary system for prompt intercommunications through email, SMS messaging, voice calling, and alarm signals to communicate an incident to appropriate stakeholders and first responders.
- Crisis Management Plan- The purpose of the Crisis Management Plan (CMP) is to provide a systematic approach to managing a catastrophic incident in an organized manner, while mitigating disruptions to normal activities and minimizing loss of human and physical assets. This plan has been developed using the principles set out in the National Incident Management System (NIMS) and the National Response Framework (NRF) provided by the United States Department of Homeland Security (DHS).
These tools provide the foundation the POA planning team needs to build a comprehensive emergency preparedness plan. They also provide a quick reference source of imperative information to first responders during the course of an incident.
